Roadmap Development
Before a country platform can be effective, countries must establish the analytical and political foundations on which the platform will be built. The Roadmap Development pillar is intended to support this foundational work by providing resources that map climate finance flows, assess gaps between investment needs and available resources, model energy and sectoral transition pathways, and identify the policy and reform agenda linked to platform priorities.
A critical and often underestimated dimension of roadmap development is the simultaneous need to build political and technical consensus alongside the analytical work. Platforms that secure high-level political commitment but do not include buy-in from government ministries, sector regulators, state-owned enterprises, and relevant civil society actors during the design phase may encounter resistance at the implementation stage. Similarly, platforms whose targets are negotiated primarily with external partners rather than grounded in existing national planning documents risk building on objectives that are not truly country owned. Roadmap development is where these gaps can be addressed: aligning the platform's scope and objectives with national plans, while building the internal coalition needed to deliver on them.
