Building Blocks Assessment Framework

This report identifies the core enabling conditions and building blocks necessary for EMDEs to drive whole-of-economy climate action and attract investment. It outlines how governments can establish high-level political ownership, strengthen institutional collaboration, and implement robust regulatory frameworks to support their NDCs. Frameworks like an NDC can help inform the platform's design alongside national development plans and sectoral strategies, and signal climate ambition to external stakeholders.
