The Vietnam Just Energy Transition Partnership (JETP) seeks to transition its energy system to net zero by 2050, and was announced in late 2022. The partnership was announced by the Government of Vietnam with support from the International Partners Group (IPG), comprising Canada, Denmark, France, Germany, Italy, Japan, Norway, and United Kingdom.
The IPG, including multilateral and bilateral development financial institutions, committed to provide $7.75 billion in concessional public finance. The GFANZ working group members, comprising 11 leading international financial institutions, agreed to mobilize at least $7.75 billion in private capital, subject to the catalytic mobilization of public finance.
GFANZ serves as the private finance partner for both the Indonesia and Vietnam JETPs, convening working groups of named financiers established through expressions of interest and formalized under their respective political declarations. This work supports the mobilization of private capital by providing strategic and technical support, engaging with working group members to consolidate feedback on investment barriers, and helping to strengthen enabling environments for large-scale private investment.
The platform's Resource Mobilisation Plan sets out the policy actions and investment priorities for achieving its energy transition goals, with a focus on wind, solar, transmission, energy efficiency, and coal transition. The platform is government-led and coordinated through a secretariat led by the Ministry of Industry and Trade, with the United Nations Development Programme (UNDP) supporting the ministry in these efforts.
Vietnam's context is instructive: it is a rapidly growing economy with a young and relatively modern coal fleet, a dominant state-owned electricity sector, and ambitious renewable energy targets, all of which create a distinct set of transition challenges and opportunities.
