Governance and Institutional Setup
Robust governance and institutional setups are key for the credibility and durability of a Country Platform. Governance provides the institutional architecture that enables a platform to function effectively over time. It supports decision-making, coordination across ministries, partner engagement, and continuity through political transitions. Governance and institutional design– including how authority is distributed, how the secretariat is structured, and how accountability is maintained– can help shape what the platform can deliver throughout its lifecycle.
Country platforms often begin with senior political support and broad agreement on goals. In practice, this is typically translated into a two-tier structure: a high-level political body providing oversight and mandate, and a secretariat or coordinating unit responsible for day-to-day management, partner engagement, and technical work. The political body is often an inter-ministerial committee, with membership drawn from the line ministries responsible for the platform's priority sectors.
There are various secretariat structures that exist across country platforms.
Independent secretariats, as seen in the South African and Indonesian JETPs, provide strong technical capacity and a cross-platform mandate, but sit farther from government decision-makers and can face continuity challenges during political transitions.
Ministry-housed secretariats, as seen in Egypt's Nexus of Water, Food and Energy Program and Vietnam’s JETP, provide more direct government ownership and stronger collaboration with development partners, but may have a narrower technical remit than a more independent secretariat. Brazil’s Climate and Ecological Transformation Investment Platform has a different structure, with its national development bank (BNDES) serving the secretariat role: a state banking institution that is institutionally linked to the government, while bringing the technical capabilities of a development finance institution.
