Country Platform

巴西

In October 2024, Brazil's Climate & Ecological Transformation Investment Platform (BIP) launched to scale investment aligned with government climate ambitions. BIP is among the most recently established country platforms, reflecting a governance model that draws on lessons from earlier platforms, including the Indonesia and Vietnam JETPs.

The BIP is led by four ministries (Finance; Development, Industry, Trade and Services; Environment and Climate Change; Mines and Energy), with the Ministry of Finance serving as convener and Brazil's national development bank, BNDES, serving as secretariat lead. Since its launch, BIP has become a hub for connecting commercial and concessional capital to transition-aligned projects, while working to address project-level and market barriers that hinder investment.

The Glasgow Financial Alliance for Net Zero (GFANZ) has been a partner to the platform since its inception in 2023, utilizing its experience in supporting other country platforms as a private sector partner. Within the BIP, GFANZ has also served as a private sector convenor and offered strategic and technical support.

The BIP's structure is notable for its emphasis on domestic institutional capacity. BNDES's project finance expertise and origination networks are central to how the platform operates, and projects must meet published eligibility criteria to receive a government-endorsed green seal, providing investors with a clear signal of alignment with the government's investment plans.
