Implementing country platforms requires clear operational systems, well-defined institutional accountability frameworks, an understanding of policy landscape, and the capacity to organize ministries, agencies, financing partners and project developers. Successful platforms build strong operational foundations early to enable effective delivery. This includes distributed execution capacity across relevant ministries and agencies supported by monitoring systems that generate genuine accountability.

Execution capacity determines whether a platform's mandate translates into delivery. Relevant line ministries, regulators, utilities, and public development banks all need sufficient capacity, skills, and shared commitment to carry out the work within their respective remits. This internal capability is distinct from external technical assistance, which can supplement domestic capacity but cannot replace it.
