Country Platforms - a country-led approach to investment
A growing number of developing countries are moving beyond climate and development strategies toward implementation, seeking to translate national priorities into coordinated, investable programmes that can mobilise finance at scale.
Country platforms have emerged as a practical way to do this. But while the ambition is clear, the pathway is often not. Governments can face constraints in structuring platforms, preparing pipelines, coordinating partners, and accessing the right forms of finance.
Country platforms are country-owned mechanisms that translate national priorities into investment pipelines, driving sectoral transformation. These are often derived from country strategies, from head of state priorities, NDCs, national development plans, adaptation frameworks and other national visions, and designed to turn these into implementable, programmatic investment pipelines.
Each platform reflects its country context and there is no single model. Country platforms take many forms — from energy transition focused "Just Energy Transition Partnerships" (JETP) pioneered by South Africa, Indonesia, Vietnam and Senegal, to multi-sectoral Climate Prosperity Plans under development in Bangladesh, Ghana, and Barbados, to the Brazil Climate & Ecological Transformation Investment Platform (BIP) and the Nexus of Water, Food and Energy (NWFE) Program in Egypt. While these platforms differ in size and scope, they share a common objective: to align public and private finance behind national priorities and unlock investment at scale.
